District outlines draft LCAP actions; board asked for feedback before adoption

District staff presented a draft outline of the 2025‑28 Local Control and Accountability Plan (LCAP) for San Rafael City Schools at the May 19 meeting and asked trustees for feedback before returning the full draft for approval in June.
"It is a comprehensive 3‑year plan," a member of the district LCAP team said, framing the document as a living plan that connects strategy, progress and related budgets. Staff said the current presentation represents year two of the three‑year plan adopted last year and that most actions would continue with some refinements.
The presentation grouped actions under four goal areas: student success, staff success, systems and structures, and family/community engagement. Staff highlighted priorities including continued MTSS work, supports for English learners and students with disabilities, recruitment and professional development for staff, and digital literacy and data‑management investments. Actions proposed for 2025‑26 were color coded in the draft to show items continuing, being adjusted, discontinued, or newly introduced.
Trustees asked clarifying questions about i‑Ready results, how typical growth and annual stretch growth are measured, the district’s strategies for special education inclusion, and how attendance challenges are being addressed at site level. Staff invited trustees to submit preferences for how the full LCAP draft should be presented at the June meeting and offered follow‑up briefings on budget alignment.
Superintendent Geisel and staff said the complete LCAP documents — large, data‑rich plans that are also budget documents — will be posted and brought back for final review and board action. Staff recommended trustees meet with cabinet if they want tailored briefings before the June 16 adoption timeline.
