City Finance Director presented the Administrative Services departments self-assessment, performance measures and recent accomplishments and asked council to accept the 2024 annual report and the departmental performance metrics.
"We had a net increase of $533,557," the director said when reporting the city's consolidated net change in fund balances for 2024, and described operational performance measures including 52 corrective journal entries in 2024, seven payroll correction packets and $34,000 in uncollected utility balances on inactive accounts. The director said grant management yielded about $2,000,000 in grant-funded projects in 2024 with approximately $184,000 in local match funds.
The departmental presentation reviewed priorities including policies and procedures, planning and performance, grants management and cybersecurity work such as multifactor authentication and Windows 11 migration. Staff said an external audit is scheduled and that the draft annual report in the meeting packet represents the most accurate financial statements to date.
Separately, the council reviewed and approved updates to the city fee schedule. Staff recommended keeping a $200 fee for very small special events (events under 200 people) rather than categorizing a low-attendance event as free, to recognize staff time spent processing permits, insurance checks and other administrative work. The fee-schedule update also removed duplicate listings under miscellaneous administration fees and will be reflected in the published fee schedule.
Council action: council moved and unanimously approved the 2024 annual report, accepted the Administrative Services self-assessment presentation, and unanimously adopted the updated fee schedule with the noted changes.
