Habitat for Humanity seeks approval for six-unit South Maple cottages; planner says parking layout triggers a variance

Lebanon planning staff presented a site-plan request from Habitat for Humanity for South Maple Cottages, a six-unit residential development on about 1.21 acres in Ward 3, and noted a single variance request related to visible parking.
Under the city's new multifamily residential design standard, parking areas should not be visible from the fronting street. The applicant proposes two-car drives next to each unit rather than one consolidated lot and requested a variance to permit that layout.
"There is no hardship unique to the property that's been identified why the parking couldn't be designed to comply with the code," planning staff said, but also noted the intent of the requirement is aimed at large parking fields and that the proposed layout is less likely to cause the visual harm the rule targets.
A Design Group representative attended and said they were available to answer questions. The commission asked no substantive questions at the hearing; staff said there were minor corrections needed and the item will remain on the agenda for further review.
