Heather (city staff) told the committee the grant must be closed out by June 27 and that the program funded services delivered by Salvation Army Turning Point and Grand Institute Services. A committee member asked about remaining balances; Heather said there is a remaining balance of about $3,500 associated with Turning Point and about $21,000 from a sellback line, and she stated those funds “will go back to the state.”
A committee member asked why those dollars were not expended; Heather explained that some clients remained in the queue and could not receive assistance before the grant period ended, though some of those clients could be served under other funds. The committee voted to authorize the closeout by voice vote; no additional conditions were recorded in the meeting minutes.
