The Borger City Council on May 20 approved Resolution R-007-25, which establishes guidelines for placing banners on city-owned decorative streetlight poles on Main Street, Tenth Street and at the Dome.
City Manager Mister Spradley said the policy limits eligibility to nonprofit or community-based organizations, requires preapproval of banner content and assigns installation and removal to city staff. The resolution sets a 60-day maximum display period and a $250 fee to cover city labor; Spradley said he has authority to waive the fee or adjust it for smaller displays.
Spradley told the council there are 38 banner locations in the program and that banners will require wind slits to reduce wind damage. He also said the city will give applicants an opportunity to retrieve banners after removal but will discard damaged banners; city staff will manage installation and maintenance.
The council adopted the resolution by motion and voice vote. Spradley said adopting a resolution (rather than an ordinance) allows easier updates in response to operational experience.
