The Borger City Council voted May 20 to approve an interlocal agreement with Hutchinson County to permit detention of persons charged with municipal offenses in the county jail, updating the daily rate to $50.
City Manager Mister Spradley told the council the agreement largely mirrors previous contracts and that the principal change is the daily rate increase. "The biggest change is just that daily rate going up," Spradley said, noting the last comparable rate was $35 a day when he began work in 2010.
Spradley said the municipal court budget contains a line item—about $5,000—to cover the cost if the city uses county incarceration; the city has not used that option in the past three years. The agreement preserves judicial discretion to order short-term incarceration for municipal offenses and provides flexibility if the municipal court decides incarceration is necessary.
Council moved, seconded and approved the contract by voice vote; no roll-call tally was recorded in the minutes. The contract was authorized for the mayor's signature.
Ending: The agreement took effect on adoption; city staff said they would retain the budgeted funds and monitor use, which remains infrequent.
