Fairport Harbor Village Council on an emergency resolution confirmed the appointment of Charles Plattia as a regular police officer and immediately administered the oath of office.
Council moved to adopt Resolution 2025-47, “a resolution confirming the appointment of Charles Plattia as a regular police officer for the village of Fairport Harbor, Ohio, and declaring an emergency.” The motion to adopt and a motion to suspend the rule to make the resolution effective immediately were each seconded and carried by voice vote. The transcript records affirmative votes during the suspension and adoption calls (for example: “Aye. McKinney. Aye. Shaver. Aye. Bartone. Aye. Arnts. Aye.”).
After adoption, Mayor Timothy Manloss administered the oath. In the swearing-in sequence the mayor led Plattia through the oath, and Plattia repeated: “That I hereby accept the position ... a police officer of the village of Fairport Harbor,” and pledged to support the constitutions of the United States and the State of Ohio and the codified ordinances of the village.
The council made the appointment on an emergency basis so the resolution would take effect immediately upon passage; the transcript records both the motion to adopt and the motion to suspend the rules that enabled immediate effect. No additional employment terms, salary, or start date beyond the oath and adoption appear in the meeting record.
Council did not state follow-up actions or additional administrative steps on the record beyond the swearing-in.
Plattia stood at the dais for the oath and the mayor and council offered brief remarks of welcome.
