Kankakee approves 10-year IDOT maintenance agreement; city clarifies it is not involved in state land-acquisition process

City staff member Mr. Lopez described the agreement as the standard IDOT arrangement that provides quarterly payments to the city for maintenance of certain state roads, listing streets covered and noting the agreement’s 10-year term. The council approved the resolution by roll call: "All ayes, 0 nays, 1 abstention," with one member standing to avoid potential conflict.
Separately, the council heard an update from staff (Neil) about the state interchange project affecting properties along Hammis Avenue. Neil told the council the city has not been involved in land-acquisition negotiations and that those negotiations occur between the state and affected residents. "The city can't be involved in that process...The only reason the city is aware of that process was because the city received notification for land acquisition on 1 of our parcels," he said, adding that IDOT will explain the acquisition and appeal process at a public meeting.
