Planning board backs zoning text updates for cargo containers and electronic signs, requests enforcement discussion

The City of Kankakee Planning Board recommended several text amendments to the zoning ordinance, including new definitions and rules for cargo containers on city property and tightened rules for electronic message signs and pole signs used by institutional uses (schools, libraries, churches and other public/nonprofit uses) in residential zones.

Planning staff presented a package that would: add definitions for "cargo container" and "urban farm," allow cargo containers only on city property subject to a lease approved by City Council, create an application checklist and site‑plan requirements for such installations, and permit pole signs and electronic message components for institutional uses in R‑1, R‑2 or R‑3 districts under specified size and operational limits. Staff said electronic message boards in residential districts would be permitted only as part of a monument or pole sign and would require a conditional use permit and compliance with illumination/photometric standards; the staff packet also proposed a 40% maximum portion of electronic display on a sign face.

Board discussion focused heavily on enforcement — several commissioners raised concerns that the city lacks practical tools and resources to monitor and enforce illumination limits and message frequency. Members asked staff to request a formal meeting with city code enforcement and city council to discuss sign enforcement and lighting controls. The board moved to recommend the code amendments with the planning department’s proposed language; the motion passed (6–1, one member opposed).
