Council adopts updated economic development strategic plan, asks staff for implementation timeline

The City Council on May 19 voted to approve an updated Economic Development Strategic Plan (EDSP) and asked staff to produce clearer implementation timing and budget linkages at a future work session or council retreat.
Economic Development Director Nicio Rogers introduced consultants from KPB Advisory Group, who said the update incorporated public input and consolidated actions from prior city plans — including the Equitable Growth and Inclusion Strategic Plan, the city agriculture plan and the comprehensive plan — into a single implementation matrix covering recruitment, business retention, workforce, housing and tourism strategies.
Consultant Gabby Oliveira highlighted goal areas and said the full plan includes an implementation matrix that marks actions as in-progress, short-term (1–3 years), medium-term (4–6 years) or long-term. Councilmembers pressed for a more concrete timeline tied to available funds; Director Rogers and the city manager said they would supply a short-term (12‑month) implementation timeline and identify items funded in the proposed FY2026 budget.
The council then voted to adopt the EDSP. A roll-call vote showed most members in favor while two members recorded “no” votes (Councilmember Mitchell and Councilmember Martin Rogers). Councilmembers said they expect to use the plan as a guide for staffing, permitting improvements and targeted incentives for priority industries and hotel-district coordination.
Why it matters: The EDSP becomes the city’s guiding economic-development document and consolidates actions from multiple prior plans. Council approval gives staff direction to move forward on recruitment, small-business supports and targeted projects — but the council asked for clearer, budget‑aligned timelines before full implementation.
