The Sedalia City Council on May 19 passed a resolution waiving building and related permit fees for the Boys and Girls Club of West Central Missouri’s new 30,000‑square‑foot teen center on East Third Street.
RJ Lindstrom, a long‑time Boys and Girls Club board member and campaign co‑chair, told the council the facility is designed to serve junior high and high‑school students and to provide academic, workforce‑readiness and mental‑health supports. He said the center will include a gymnasium, classrooms, a full commercial kitchen and administrative offices and that the facility "will be able to handle over 300 teenagers at a time." Lindstrom said the project had secured $1,000,000 from the state and $1,690,000 from the Mabee Foundation and that the campaign had closed a funding gap to reach $10,000,000.
Vice Chairman Bob Cross introduced the agenda item and staff presented a draft resolution for council consideration that would waive commercial building, electrical, mechanical and plumbing permits and other fees the city usually charges for such projects. A staff resolution (Resolution 21‑33) was read and the council approved it by voice vote. Following the vote, a council member confirmed that required inspections would continue: "I'm all for waiving the fees for the permits, but I wanna make sure we do the permit inspections for safety," a council member said; Lindstrom replied, "They would always do the inspections."
Presenters said approximately 75% of the project's funding had been raised locally prior to securing the state and foundation grants; construction had a ceremonial groundbreaking on April 5 and presenters said site work was expected to begin before the end of the month. The council did not attach additional conditions to the fee waiver beyond normal permitting and inspection requirements.
Council action waives fees the city would otherwise collect; staff will implement the waiver per the resolution and continue normal inspection processes. The waiver reduces the project's upfront costs but does not alter state or foundation grant terms or construction standards.
