Geneva renews 10-year maintenance agreement with IDOT after correcting payment estimate

The Geneva City Council on May 19 authorized a 10-year intergovernmental agreement (IGA) with the Illinois Department of Transportation to continue routine maintenance of state routes within city limits from July 1, 2025 through June 30, 2035.
City staff said Geneva has held similar agreements with IDOT since 2005 under which the state reimburses the city at established rates adjusted annually for inflation. Dawkins told the council the draft IGA provided by IDOT contained a significant error in the annual payment estimation that would have overstated the city’s benefit. The city requested a corrected document and asked the council to authorize execution of the updated form upon delivery from IDOT.
Director Babica was at the meeting to answer technical questions. The council approved Resolution 2025-49 by roll call (10-0). Dawkins said staff will execute the corrected IGA when IDOT supplies the corrected annual payment figures.
The IGA covers routine maintenance work the city performs on state-owned routes within Geneva and provides reimbursement at state-established rates; the agreement's term is 10 years. Staff emphasized the city’s continued participation is administrative and reimbursed under the state’s maintenance program.
