Council approves IDOT joint funding agreement for East State Street construction project

The Geneva City Council on May 19 authorized the mayor to execute an IDOT joint funding agreement (JFA) for the East State Street construction project, while staff continues to pursue additional grant funding and will return an amended agreement if state-committed amounts change.
City Administrator Dawkins told the council that the JFA includes a local funding appropriation and reflects the engineer’s estimate; she said bid results exceeded the engineer’s estimate and an amended JFA will be presented in the future once precise award amounts are available. "Staff continues to seek grant money for city items and last week we received notice from IDOT that once a detailed estimate for the award amount has been provided the department will update the project programming information and the transportation improvement program and commit to the appropriate level of state financial participation," Dawkins said.
Director Babica, present for questions, and councilmembers discussed timing and state participation. Alderman Casarog moved the resolution; the mayor seconded. The council approved Resolution 2025-50 on a recorded vote of 10-0. Dawkins said staff will return to the council with an amended JFA reflecting final award numbers when IDOT updates the programming and confirms funding levels.
The resolution authorizes execution of IDOT BLR 5310C, the joint funding agreement for federally funded construction, and includes a local appropriation to meet the city's funding obligation pending final award numbers. The city will continue to seek grant support to reduce the local share and will present any changes to the agreement to the council for approval.
