Council restores used-car sales at 95 Boston Road with special permit approval

The Springfield City Council voted to reestablish a preexisting nonconforming used-car sales operation at 95 Boston Road by approving a special permit at its May 19 hearings meeting.

Anna M. Papillon, who said she operates an existing business at 712 Boston Road and maintains her properties, presented the petition and told the council she had sought and received a favorable vote from the Pine Point Neighborhood Council. "I've been in business... at 712 Boston Road for at least eight years. I maintain the property. All my taxes are paid," Anna M. Papillon told the council during her presentation.

Councilors asked questions about neighborhood notification and the Pine Point recommendation; Councilor Klick Bruce contacted the Pine Point secretary during the meeting and confirmed the neighborhood council’s unanimous vote in favor and said the letter would be provided to the clerk. Several councilors, including Councilor Whitfield and Councilor Kern, spoke in support and noted the site historically hosted vehicle sales.

Madam Clerk called the roll on approval and on the reasons for approval. The council voted in favor of the special permit and the stated reasons, which included findings that the site is an appropriate location and that the proposed use as developed would not adversely affect the neighborhood. The council’s approval restored the property’s preexisting nonconforming use under the city’s special-permit standards.

The permit includes no additional conditions stated on the record at the hearing. Planning staff analysis was incorporated into the council’s decision; the Pine Point Neighborhood Council’s written recommendation was to be provided after the meeting as confirmed by councilors. The clerk announced the special permit was approved and congratulated the petitioner.
