Middletown board adopts Ohio model special‑education policies and procedures

The resolution also notes that, where conflicts arise, the board will follow applicable federal law under IDEA, the Ohio Operating Standards for serving children with disabilities, Ohio Revised Code and Ohio Administrative Code, and relevant equitable case law.
A board member asked whether the resolution’s reference to the operating standards was different from the model policies; a staff member replied that the phrase operates as a catch‑all to cover matters not addressed explicitly in the manual and confirmed the district had run the manual past legal counsel. The motion to adopt was moved and seconded and carried on a roll call vote.
The resolution becomes effective upon passage, and the board recorded the adoption in the meeting minutes for the district’s required state reporting.
