Las Vegas RDA approves $95,000 for Huntridge Center roller-rink renovation

The City of Las Vegas Redevelopment Agency voted May 21, 2025, to authorize up to $95,000 from the RDA special revenue fund to support renovations at 1110 East Charleston Boulevard, the agency said.
The funding will be provided through an owner participation agreement to 10 1500, LLC, the applicant associated with the Jay Dapper Companies, and is intended to help pay for exterior and interior improvements including signage, painting and other façade work, Dina Babbski, director of economic and urban development for the City of Las Vegas, told the agency. "The funding is going towards the exterior and interior improvements," Babbski said.
Babbski said the project will remodel a roughly 22,000-square-foot former grocery store on the southwest corner of East Charleston Boulevard and Maryland Parkway at the Huntridge Center and that the applicant is investing more than $3.5 million of its own funds on the work. The redevelopment-agency resolution before members would find the project "in compliance with and in furtherance of the goals and objectives of the redevelopment plan" and would authorize the owner participation agreement not to exceed $95,000 from the RDA special revenue fund, agency staff said.
Will Rastetter, identified by staff as the representative of the applicant, described the proposal briefly to agency members and said the developer hoped for approval. "I just respectfully hope that you guys approve this, and I thank you guys for your time," Rastetter said.
Councilwoman Diaz (Ward 3) moved to approve the agenda item and spoke in favor of the project from a neighborhood perspective. "As a mother of a 14 year old that I have to drive outside of Ward 3, it's really exciting to hear that a roller skating rink will be coming to our neighborhood in the future," she said. The agency posted the motion and the chair announced, "Motion carries." The transcript does not record a roll-call vote or a vote tally.
The applicant presented conceptual renderings showing space for a roller rink and an arcade; agency staff said the expected opening is in the second quarter of 2026. The item was presented as related to City Council item 27R-29-2025.
No substantive public comment on the item was recorded during the redevelopment-agency portion of the meeting; after the vote the agency adjourned and the City Council meeting was scheduled to begin at 9 a.m.
