Councilor Smith reported May 19 that the Kenilworth stormwater project experienced failures after roughly 2 inches of rain fell in about an hour, an event the presenter described as a five‑to‑10‑year intensity storm.
"We had two inches of rain in about an hour yesterday, which is on the chart about a 5 to 10 year event for intensity," Councilor Smith said. He told the committee that erosion‑control best management practices (BMPs) and structural BMPs installed as part of the project had failed in at least one location and that a nearby home at 433 Hill experienced flooding and underflow beneath the house.
City staff and the contractor met with the homeowner to stabilize the immediate problem and identified fixes; staff said there will likely be a change order once the work reaches completion because of how unit prices have affected final costs. "So we have solutions in place. There will probably be a change order once we get to the end," Smith said.
Committee members asked for the specific address affected; the presenter identified the property as 433 Hill and noted another property near the bottom of the hill had major yard exposure.
The committee carried the item forward for continued monitoring and follow up; no final budget action was taken at the May 19 meeting.
