Director Wheeler said no major repair action would occur until the city’s bond-funded rehabilitation, planned for next year, but explained the present issue is a crumbling OGFC (open-graded friction course) surface layer that had been placed prior to transfer from DOT to the city; he said the underlying road structure was not failing.
Wheeler said the Public Works team is preparing quotes and striping plans in advance of the full rehabilitation. Councilor Michael Garcia said he travels Airport Road daily and urged staff to move planning as close to the actual construction date as possible because the condition is causing real hardship. Councilor Chavez suggested staff consider interim measures such as a speed reduction, but Wheeler noted engineers are cautious about reducing posted speeds below design limits and that such a change could require a formal resolution and additional study.
No formal action was taken; staff said the full rehabilitation is scheduled as a bond-funded project and that the department will report back with updates.
