City staff outline timeline, outreach and submission steps for 2026 ICIP

Director Wheeler briefed the Public Works and Utilities Committee on May 19 about the city’s annual Infrastructure Capital Improvement Plan process and the timeline for preparing the next ICIP for legislative grant consideration.
Wheeler said the ICIP is a five-year capital planning exercise the state of New Mexico requires for eligibility for legislative grants and that the city also uses the document as its annually adopted capital plan. Departments update project worksheets that list funding received, project status and remaining funding needs. Wheeler said staff aim to have a draft to share with councilors in early June and to introduce the ICIP resolution in June, with submission to the Department of Finance and Administration (DFA) later in July.
Wheeler described the internal steps: department-level capital planning, quality-control checks, then online submission via the DFA website. He said the packet provided to the committee reflected last year’s ICIP and that staff are working to ensure the top five projects on the list reflect city priorities because legislators will see the list shortly after submission.
Councilors asked about coordination and outreach. Councilor Kelsey Garcia asked whether staff would connect with councilors before introduction so amendments can be considered; Wheeler said he would circulate the draft and meet with councilors who request it. Councilor Hanser Castro asked about public outreach; Wheeler said last year staff used Facebook and a press release and suggested additional outreach such as a newspaper notice or targeted marketing this year.
Wheeler gave two different dates for the intended introduction during the discussion (he first said June 3, later he said June 11) and said he expected to circulate an updated list by June 3. He said the ICIP packet would be attached to an upcoming resolution for committee review and that petitions from the floor and public works hearings would be opportunities for public comment on the plan.
No formal action was taken during the presentation; Wheeler said staff will send drafts and meet individually with councilors who request reviews.
