Council approves minor general-plan amendment and rezoning to expand industrial area near Indian Valley Road

Casa Grande — The City Council voted to adopt a minor amendment to the General Plan and to change zoning to I-2 for roughly 2,242 acres at the southeast corner of Maricopa–Casa Grande Highway and Indian Valley Road.
By Resolution No. 5273.38, the council moved the property from growth area phase 2 to phase 1 so the site can proceed toward development. The council also approved Ordinance No. 1178.466 to change zoning from a mix of Urban Ranch and planned area developments to General Industrial (I-2).
Planning staff said the site’s long frontage along a Union Pacific rail alignment (referenced in the record as UPPR) and nearby recently rezoned parcels make industrial zoning appropriate. Staff referenced the General Plan’s manufacturing industry goals to justify expanding industrial land supply and noted the area’s floodplain and rail adjacency make industrial uses more compatible than previously approved PADs.
The Planning and Zoning Commission reviewed the requests and forwarded unanimous recommendations for both the minor general-plan amendment and the zone change. During council discussion staff said stakeholder notice requirements were met and no inquiries were received during the application review period.
On roll call, the council approved the resolution and the ordinance with all recorded members voting yes. Staff will proceed with implementation steps for future development review and site-specific plans.
