Commission forwards amended US‑421 PUD for 360‑unit Edward Rose project to City Council

The Carmel Plan Commission on May 20 recommended that the City Council consider an amended PUD for a 360‑unit apartment community with supporting commercial and retail uses along Michigan Road, filed by Edward Rose Properties.

Attorney John Davosiewicz, representing Edward Rose, reviewed the applicant’s revisions since committee: a required 6,500‑square‑foot plaza in the retail area, stricter architectural requirements intended to preserve the character shown in submitted images, a commitment to pursue a signalized crosswalk across Michigan Road, and added short‑ and long‑term bicycle parking. Staff said the petitioner also increased the acreage of preserved trees in the northwest corner to two acres.

Commissioners discussed permitted uses within the retail parcel and asked staff to tighten the list of prohibited uses to exclude specific items such as shooting galleries, self‑service laundries, certain large‑scale transportation uses and commercial parking that commissioners judged inconsistent with the retail‑focused vision. One council member present asked the applicant to consider removing drive‑through service from the retail buildings; staff noted that drive‑throughs would require specific planning‑commission approval under the PUD text as drafted.

Staff confirmed the petitioner had tightened language in the ordinance about a public artwork (the RCI globe) and the crosswalk material (colored concrete or similar) and recommended forwarding the amended PUD to council with a favorable recommendation. The commission voted to recommend the amended PUD as revised; the item will proceed to the City Council public hearing and vote.
