Goodyear holds public hearing on annexation for Liberty Elementary School District No. 25; no council action

The Goodyear City Council on May 19 held a public hearing to receive input on a proposed annexation of roughly 16.25 acres by Liberty Elementary School District No. 25 for the planned Liberty Elementary School No. 8. No action was required or taken at the hearing.
Katie Wilkin, development services director, reminded council that annexation requires multiple council touch points and that tonight's hearing was for public input under state law. "This annexation is at that stage, two," Wilkin said, referring to the multi-step annexation process.
Guadalupe Ortiz Cortez, principal planner, described the site as approximately 16.25 acres north of West Lower Buckeye Road, east of South Perryville and west of the Provera residential subdivision. She said the district has acquired the property and construction is underway for the school. The annexation application was first presented to council in September 2024 and staff and the applicant have worked on an intergovernmental agreement that outlines the conditions the district must satisfy before council will schedule the final hearing and make a decision.
No members of the public spoke during the hearing, and council closed the public hearing with direction that staff will return the item for the second and final public hearing after the district meets the conditions of the intergovernmental agreement. No vote or final annexation action was taken on May 19.
