The Mohave County Board of Supervisors on May 19 authorized the Golden Valley Improvement District (GVID) to accept a $250,000 Water Infrastructure Finance Authority of Arizona grant to replace aging meters with automated “smart” meters and to improve leak detection and operational monitoring.
GVID staff told the board that more than 1,500 meters in the district are aging and due for phased replacement. At roughly $340 per meter, the grant plus a 25% local match (about $62,500) will allow procurement of roughly 900 smart meters — approximately 60% of the district’s overall need — beginning this summer, the GVID manager said. The local match is already included in the FY26 GVID operations budget and staff said they will begin purchasing meters after the grant documentation is finalized.
A member of the public raised a concern that prior GVID rate increases had included a charge for conversion to smart meters and asked whether earlier customers who paid conversion fees will be eligible for a refund if grant funds were used to procure replacement meters. County staff said the current action funds replacement of existing meters and the grant will reduce future capital costs; any refund question should be directed to GVID billing and finance staff for follow-up.
Why this matters: Automated metering can shorten time to detect leaks, improve billing accuracy and reduce manual meter-reading costs. The grant will accelerate replacement of a large portion of GVID’s meters without fully funding the district’s total meter-replacement need.
What’s next: GVID will finalize procurement and begin meter installation as funding and equipment delivery permit; the district manager will coordinate with county staff on grant administration and reporting.
