District leaders outline strategic blueprint and public superintendent evaluation process

Maribel Marcias, the district’s chief transformation and innovation officer, and other administrators gave trustees an overview of the strategic blueprint adopted in December 2022 and the superintendent’s evaluation process tied to that blueprint.
“In partnership with our families and community, we will uphold the highest standards to provide inclusive and fair learning experiences that support the whole child,” Maribel Marcias said, reading the district mission adopted alongside the blueprint.
The presentation described five strategic levers, 17 essential actions and 25 key targets used to measure district progress. Administrators said the blueprint was developed through community “Hopes and Dreams” meetings in spring 2022, team‑of‑8 trustee workshops and public review before board adoption.
The superintendent’s evaluation uses a points and multiplier system tied to key targets. For each target the board assigns points; a multiplier (0, 0.5, 1 or 1.5) is applied depending on growth. Administrators said trustees receive formative evaluation updates in January and June (glows and grows) and a summative evaluation in September.
Maribel Marcias and presenters said the district posts quarterly metrics for transparency. They gave examples: licensing eight extended‑day learning centers in 2023–24 (baseline created in year one), and revised data collection this year to count individual student participation in UIL and extracurricular activities rather than only instances of participation.
“The transparency piece…we are continuously during her formative evaluations, we provide you all some glows and grows,” Maribel Marcias said.
Administrators urged trustees to use the quarterly reports and formative meetings to inform their summative scoring and offered one‑on‑one briefings to explain specific metrics prior to September’s summative evaluation.
