The City of Oviedo adopted Resolution 4602‑25 on May 19, which updates the city’s order of business and rules and procedures for public meetings.
Key changes include a procedural clarification that people who submit a written request to speak need not state their address on the record at the podium, and a deadline that digital presentation files (PowerPoint, PDF) must be provided to city staff by noon on the day of the meeting to be displayed. The revised SOP also clarifies rules on motions to reconsider and motions to rescind; council members discussed whether to follow Robert’s Rules of Order for rescission and agreed to adhere to Robert’s Rules in that area rather than adopt a more restrictive local rule.
During the public comment period, David Williamson testified that the form used by the city still directed speakers to state their address even though the SOP would no longer require it, and he asked the council to align the form with the adopted procedure. Council and staff agreed to revise the form so it matches the adopted SOP language.
Other adjustments: the SOP keeps the practice of allowing speakers to read prepared statements but clarifies that if a speaker wishes to present documents for distribution to council, they should provide sufficient copies (staff suggested bringing copies to distribute to each council member). The SOP also instructs staff to accommodate speakers who cannot approach the podium for physical reasons by providing a microphone at their seat.
Council moved and adopted the resolution after a period of discussion and public comment. Staff will update the city’s request‑to‑speak form (Exhibit A) and the clerk’s procedures to reflect the SOP changes.
