The Show Low City Council approved awarding the construction contract for a new restroom building at Archbeck Park (City Project FM7925) to LDNB LLC. Staff said the FY2025 budget includes funding for a new public restroom at Archbeck Park and described the building scope: a single 373‑square‑foot structure approximately 28 feet by 13 feet 4 inches containing three ADA‑accessible restrooms (a men’s room, a women’s room and a family restroom with an adult changing station), a small storage closet with exterior access, and standard fixtures and dispensers.
Staff said the project was publicly advertised and three bids were received: LDNB LLC ($143,400), DW Less Contracting LLC ($218,071.10) and Low Mountain Construction Inc. ($319,341). In council materials, staff recommended awarding the contract to LDNB LLC “in an amount not to exceed $443,400.” A councilmember moved to award the contract to LDNB LLC; Councilman Hatch seconded and the motion passed unanimously.
The contract award is intended to cover construction and required connections to existing power, water and sewer; staff said the city will remove the existing restroom and extend utilities to within five feet of the new building, and the contractor’s scope includes the final service connections. Staff also said the new building will duplicate recently built restroom facilities at the city campus and Show Low Lake group camping area.
Note on procurement record: bid totals and the recommended award amount as presented in the meeting packet differ (LDNB bid shown as $143,400 vs. recommended award amount not to exceed $443,400). The transcript records this discrepancy; the council vote authorized award to LDNB LLC as stated at the meeting. Staff should clarify the correct contract amount in the record and contract documents before execution.
Discussion only and next steps: staff to finalize contract documents, secure insurance and bonds as required, and notify the successful bidder to proceed per the project timeline.
