Councilmember Harris brought forward an item at the May 19 study session asking the council to consider reinstating written performance reviews for the city's four direct hires so the council can measure merit, transparency and accountability.
Harris said the written reviews would document qualifications and performance for use in raises and other personnel decisions. "I wanted to make sure that we we stay in full merit, transparency, and accountability for our direct hires," Harris said, describing the proposal as a written review tool for council and staff.
Councilmember Orlando and others said the practice had existed in the past and called for due diligence on approaches; Orlando recommended exploring options such as HR-administered reviews, third-party evaluations or industry templates. Councilmember Poston characterized written reviews as standard operating procedure in many organizations and said he had no objection to reinstating them.
The council spent the study session clarifying process and timing under the council's rules: the mayor read the council rules and procedures governing how items come before the council, and members discussed that Thursday's regular meeting would be the forum to decide whether to direct staff to draft a written-review process. No ordinance or resolution was introduced or adopted at the May 19 study session.
