Highway committee delays decision on LRIP pilot renewal to consult towns

The Highway Committee discussed whether to continue participation in a two-year pilot under which a consultant administers the Local Road Improvement Program (LRIP) on behalf of towns. The committee voted to table a decision and directed staff to solicit each town’s preference before taking further action.
Matt described that Ashland County was one of 25 counties selected for the pilot and that the pilot expires in June; he recounted mixed local experiences and said administration fees currently come out of program funds. He referenced a regulation by number—Trans 206—while explaining that, under state rules, the highway commissioner is the county’s LRIP administrator and that resuming county administration would require signing off consistent with state rules.
Several committee members said the towns the committee members contacted preferred returning administration to the highway commissioner. The committee agreed to have Matt reach out to all towns and bring the compilation of town preferences back for a decision before the June expiration.
The committee formally moved and approved tabling the renewal discussion to the next meeting and instructed staff to report town responses in advance of any final action.
