The city moved Tuesday to have staff research a landfill host fee and prepare a proposal after councilors raised concerns about significantly increased hauling into the Virginia landfill that could shorten its lifespan.
Councilor Johnson asked staff to investigate statutory authority for a host-fee arrangement; the agenda referenced "Minnesota statute 1158.921" (as read in the meeting transcript). Councilors discussed how regional hauling decisions by larger entities, including waste brought from outside the county, could accelerate use of the landfill and prompt concerns about lifespan and groundwater protection.
Councilor Paulson and others urged a careful review of potential environmental impacts and noted monitoring obligations already performed by St. Louis County. Paulson suggested any outside haulers that materially increase landfill usage should contribute toward studies or monitoring costs.
Councilor Johnson moved that city staff investigate and provide a proposal for a landfill host fee; the motion was seconded and carried by voice vote.
Staff were directed to return with a proposal outlining statutory authority, fee structures, likely revenue, anticipated impacts on landfill lifespan and suggestions about sharing the cost of any required environmental impact or monitoring studies with outside haulers.
Councilors said they would oppose any expansion of the landfill footprint and asked staff to explore options that protect the aquifer and limit unplanned capacity reductions.
