Council approves professional-services agreement for Sixth Avenue reconstruction preliminary work

The City Council approved a professional-services agreement Tuesday for preliminary engineering work on the 2026 Sixth Avenue reconstruction project.
Matt Reid, the city's engineer of record, told the committee the contract covers soil borings, geotechnical work, topographic and property surveys, a feasibility report under Chapter 429 special-assessment procedures and preliminary (about 30%) design to establish a firm layout and cost estimates.
Reid said the project generally runs along Sixth Avenue to the south side of the bridge, will include a block of Third Street (to address freezing sewer/water issues), and may incorporate traffic-signal work at several intersections. He also said the sanitary and storm sewer lines will be televised in coordination with public-works crews.
Councilors discussed timing and contractor capacity; Reid said the work is expected to be major construction in 2026 and 2027 with finishing in 2028 and that call dates and phasing will reflect steam-line shutdown constraints.
The council approved the professional-services agreement by voice vote. Reid will return with contractor quotes for televising storm/sanitary lines and with updates as the design advances.
