Board adopts updated policy manual and special-education procedures after multi-month review

The Tiffin City Schools Board of Education adopted an updated district policy manual and separately approved revised special-education policies and procedures Thursday after a multi-month project with the Ohio School Board Association.
District administrators said the project began last April and involved regular review with the board; some older policies were deleted because they were outdated or duplicates of contractual language, and others were substantially rewritten. A staff member overseeing the effort told the board that the policy service updates will be available in draft form during review and, if adopted, a link will be added to the district website through board docs so the public can search policies by keyword.
Administrators also explained that the Ohio Department of Education issued updated special-education policy and procedure templates and that the district worked to adopt the current iteration that complied with federal special education law. The presenter said the department revised the templates multiple times and the district withheld an iteration that contained provisions at odds with federal requirements; the board then approved the corrected iteration so the district could upload required documentation to the Department of Education.
Board members praised the effort as a large and necessary "lift" and asked that future updates be provided quarterly through the board-docs system so the board can see legislative or administrative changes as they occur. The board approved the policy manual adoption and the special education policies by roll call vote.
