Needham sustainability team reports multiple grant efforts, new interns and a canceled federal BRIC opportunity

Staff updated the Climate Action Committee on active and pending grants (MVP, EA planning grant, competitive Green Communities funding), summer internship hires, the termination of a federal BRIC funding stream, and other resilience projects including DeFazio parking-lot stream daylighting and a Memorial Field irrigation upgrade.
At the May 19 meeting, Needham sustainability staff briefed the Climate Action Committee on grant activity and related project updates, including two interns joining town staff this summer and changes in federal grant availability.
Staff said the town applied for the Municipal Vulnerability Preparedness (MVP) grant in April for roughly $400,000; MVP requires a match (staff estimated about 20%). The town reported it received a Green Communities competitive grant of about $62,000 and a designation grant of roughly $40,000 in prior rounds; an application under review was reported at about $216,000. Staff also described an EA planning grant (reported as $5,000) focused on low-impact-development review for parking to reduce impervious cover.
Staff notified the committee that the federal BRIC (Building Resilient Infrastructure and Communities) program had been terminated for the town's intended use; the town will seek alternative funding sources to update its hazard mitigation plan, which is due for an update in 2026 but has no penalty for being temporarily out of date. The committee also heard about a planned DeFazio parking-lot project that would daylight a culverted stream to improve flood storage and habitat; that project was scheduled for a Conservation Commission presentation on May 22 and will also be presented to the Select Board on May 27.
Staff reported two funded internship placements: a six-week summer intern from Connecticut College (Isabella Gilchrist) and a second intern from UMass Boston (Ashanti McLean) who will serve through Nov. 21 as part of a state-supported program. Both will support outreach, grant research, electrification campaigns and a proposed green business recognition pilot. Committee members were invited to propose research tasks.
The committee also heard an update on a Memorial Field irrigation retrofit that will install low-flow, higher-efficiency rotors to reduce water usage. Staff noted water and drought communication remain an ongoing community outreach focus after discussion of recent level-1 drought status.
