The Permanent Public Building Committee approved on May 19 a program and scope services (PSS) agreement with BH+A architects for $170,000 to carry the Center at the Heights Phase 1 through schematic design and into design development.

Planned work includes converting the existing kitchen to a commercial scale, adding a vestibule where parking is located to improve access, and swapping the fitness room and game-room locations on the ground floor so the fitness area can expand and serve more users.
Schedule and process: Richard Cream, the committee chair, said the intent is to begin schematic design in June once the appeals period is complete and to deliver cost estimates at key design milestones, including an 80% design estimate and an independent cost check by Liro Hiller. The committee approved the PSS by roll-call vote.
Options considered: Staff said feasibility work had shown multiple options for relocating the fitness and game rooms but the selected approach is the simplest and most cost-effective for Phase 1; other relocation ideas remain documented should the town pursue them in later phases.
Next steps: A kickoff meeting with the architect team is expected in early June and the team will produce schematic-design deliverables and interim cost estimates for committee review.
