Bel Air approves $434,990 resurfacing contract for seven streets, Plumtree Park lots

The Bel Air Board of Town Commissioners unanimously approved a contract Monday with American Asphalt Paving Company to resurface seven sections of town streets and to pave the Plumtree Park parking lot and basketball court for a not-to-exceed $434,990.
Commissioners first considered a motion to accept American Asphalt's proposal for an amount not to exceed $410,000 for resurfacing and park areas. Public works Director Steve Klein informed the board that the Plumtree Park parking lot and basketball court were budgeted in a different account, and asked to increase the not-to-exceed amount by $24,990 to $434,990 to include those two items. Commissioners approved an amendment and then voted to accept the amended contract.
Director Klein read the contract scope into the record. The work covers Ellendale Street (Rock Spring Ave. to Franklin St.), Rowland Avenue (Hall St. to Howard St.), Gordon Street (Bond St. to William St.), Atwood Road (Catherine St. through Gordon St.), Broadway (Ardmore Way to Shamrock), South Shamrock Road (East Churchill to Leeway) and South Reed Street (Bolton St. to Thomas St.). The contract also includes paving the Plumtree Park parking lot and the Plumtree Park basketball court.
Procurement staff advertised contract DPWO42325 on the town website and received six bids. American Asphalt was the low bidder and staff recommended awarding the contract to them in accordance with the specifications. Director Klein confirmed the required funds were budgeted; staff later clarified $410,000 of the project is funded from the town's highway user revenue account and an additional $24,990 will come from the planning department's budget (presented as a grant-funded line in the record).
Commissioners asked about a contract clause allowing monthly price adjustments by liquid ton; staff said that clause is standard and that asphalt prices were not trending upward at the time of the meeting. Commissioner comments praised the low bid: "We got a really good price on this bid, which makes me really happy," Director Klein said. Commissioners noted the contractor's prior good performance and called the award a value for the town.
Mr. Krantz recorded a unanimous vote in favor of the amended motion; the contract passed.
