Village engineers and staff updated the Committee of the Whole on May 20 about plans to construct a new deep well and water treatment facility in the northwest corner of Rotary Park to replace capacity lost when wells 8 and 9 were taken offline in 2021.
Staff said HR Green completed design work and the project was put out to bid on April 4, with bids scheduled to be opened on May 22. The construction contract was expected to be presented to the board for approval in June, and construction was estimated to occur from fall 2025 through spring 2027.
Funding sources discussed included an Illinois EPA (IEPA) low‑interest loan of up to about $5.1 million, an IEPA loan forgiveness option of up to about $7.2 million (described as effectively a grant), and a McHenry County ARPA grant of $560,000. Staff said they also submitted a federal funding request and that Representative Jan Schakowsky’s office expressed interest in resubmitting a project request to federal appropriations staff.
Planned site features include a portion of the parking lot to be paved toward the new building, public amenities such as restrooms and a bottle‑filling water fountain at the new facility, and a temporary construction access route from Route 31. Staff asked the board to authorize awarding the construction contract after bid opening; no contract award occurred at the May 20 meeting.
Trustees asked for clarification about funding details and were told the IEPA forgiveness program would function like a grant depending on the final award. Staff said they would return with the recommended contract award for board consideration once bids were evaluated.
