Planning and Zoning Commission approves Hagen Oaks bridal plat after staff review

The Whitehouse Planning and Zoning Commission approved the Hagen Oaks bridal plat at its May 2025 meeting following staff and engineering review.

Commission members were told the subdivision originally began in 2019 and that construction plans were approved in 2020, but the plat itself was not submitted at that time. City staff said partial infrastructure — water and sewer lines but no street — had been installed previously and had not been placed in service.

A city staff member said, "All of that infrastructure has been retested, bacteriological samples were taken, all of that has come back, has passed, it's all approved." The staff presentation said Hugo Fraga has expressed interest in purchasing the property from the original developers, Billy Moss and Dustin Davis, and that Mr. Moss is expected to install the street, which is a private drive.

Staff and the city engineering consultants reviewed the newly submitted plat and reported that review comments had been addressed. A commissioner moved to approve the plat; a second was recorded, and the motion passed with no opposition.

The action advances the subdivision toward private-street construction and utility activation; the plat and the retesting of utilities were described as prerequisites for further construction activity.

Commissioners were not given a timetable for when the private street would be completed beyond the developer's stated intent to install it. The record shows staff recommended approval and the commission adopted that recommendation.

The meeting did not include a roll-call vote listing individual commissioners' votes in the transcript; the chair called for those in favor and, hearing no opposition, announced the motion passed.
