Council adopts traffic-manual changes: speed limit, new stop, parking restrictions, mid-block crossing

The West Bend Common Council on May 19 approved four changes to the city27s traffic manual recommended by the Traffic Safety Commission.
Chief Deering and Alderman Schmidt summarized the commission27s April 28 recommendations: lower the speed limit on River Road from 55 mph to 45 mph as far as Rusco Road; restrict parking at locations identified by the district to address sight-line concerns; add a four-way stop at the intersection of Water and Forest to address traffic from new development; and add a mid-block crossing near the county buildings to improve pedestrian safety.
“First is to lower the speed limit from, 55 to 45 all the way to Rusco Road on River Road,” Deering said. He explained that the lower limit extends an existing 45-mph segment to better match roadway conditions. The traffic-safety recommendations were placed in the packet (page 344) for council review.
Aldermen moved and seconded the resolution and approved the amendments on a voice vote. Council members said the changes respond to recent development and sight-line concerns raised by residents and the district; staff and the Traffic Safety Commission will implement the manual updates through the city27s standard sign and roadway-change processes.
The council did not discuss estimated costs at length during the meeting; staff indicated the items originated from the Traffic Safety Commission and had been vetted at that committee level.
