The Northampton Housing Authority approved a certificate of final completion for the Hampshire Heights window replacement project after staff and EOHLC reviewers determined the contractor’s work was complete and met workmanship standards.
Director Mayneville said the window replacement is one component of a larger state-funded capital improvement package for Hampshire Heights that also includes water mitigation, road work and basement work. Sharon, a staff member, told commissioners the windows had a dedicated budget “on its own, its own bucket of money,” and that the authority prioritized completing the windows before beginning basement and road work.
Commissioner Tarbutin asked whether the replacement covered all units or a phased portion and urged staff to provide the annual plan and a breakdown of remaining work. Director Mayneville said capital projects follow a multi-step process — design, bidding, permitting — and that timelines can be lengthy; Sharon said the road work is “like a million dollar project” and the design complexity has delayed that element.
The board voted unanimously to approve the certificate of final completion.
