Commission approves resolution to pay additional Yandy Street change orders; staff notes partial reimbursement potential from Indian American Water

Franklin City approved a resolution to pay additional change orders on the Yandy Street (Yandy Street / project ID 183498) reconstruction project and to close out the file with NDOT, the commission heard.
City Engineer Matt McIlroy said the project had previously approved change orders for which the city had not received invoices; the city has now received several late bills from NDOT. "This is for 7 additional change orders on that project, which should close out the project as well with NDOT," McIlroy said.
McIlroy told the commission the city has a reimbursement relationship with Indian American Water on a related project segment, and part of these funds can be requested from that utility. He noted the city previously received a refund close to $34,000 from Indian American Water for the Linville Way project and suggested staff could appropriate those funds toward a related Jefferson Street closeout if needed; staff said that appropriation could be handled through the clerk's office without further board action if appropriate paperwork is completed.
The commission moved, seconded and approved Resolution 2025-19 to authorize payment on the seven change orders. Staff indicated the resolution will allow the city to finish its NDOT closeout and that finance staff will pursue any available reimbursements from Indian American Water.
