Commission approves supplemental design agreement for Graham Road reconstruction; bridge redesign and inspection funding discussed

The Franklin City Redevelopment Commission voted to approve a supplemental agreement with Crossroads Engineers for additional design work on the Graham Road reconstruction project, the commission was told.
Matt McIlroy, city engineer, said the supplemental agreement covers added design work to reconstruct an existing bridge on the Graham Road segment that is being widened and rebuilt. "This resolution would help pay Crossroads Engineers for any design work in regards to that structure and any other incidentals with right of way or anything like that needed," McIlroy said.
McIlroy and staff walked commissioners through project budgeting and timing. He said inspection work is expected to be a separate cost and that inspection funding will be requested in a 2026 resolution when construction begins. "This resolution has nothing to do with the inspection. The inspection will come back with another resolution next year getting ready for 2026," a staff member clarified during the discussion.
At the meeting staff presented updated project estimates: engineering and inspection combined are projected at just over $1 million, road construction at about $2,806,000, bridge construction about $1,000,000, and right-of-way costs around $1,200,000, yielding a total project estimate just over $6,000,000. Staff also described prior contract amounts and encumbrance decisions made in earlier budget cycles but said the supplemental design work now before the commission does not include the inspection encumbrance.
Commissioners discussed timing and whether to encumber inspection funds in the current budget year or wait until 2026. Staff recommended a separate resolution for inspection funding in 2026 and said whether the city encumbers inspection funds now or next year would not affect Crossroads Engineers' work authorization. The commission voted to approve the supplemental-agreement resolution at the meeting.
Staff said the Graham Road reconstruction under discussion is the existing segment between Paul Hann and Earlywood — a widening and reconstruction project distinct from the recently completed Paul Hann–Graham roundabout.
