Roundabout project near completion; staff says refunds to Johnson County and Whiteland expected

Franklin City redevelopment commission members were told the Paul Hann–Graham Road roundabout project is near completion and that final accounting should produce refunds to partner jurisdictions.

A staff member reported that land acquisition and construction are complete, Duke Energy utility installations are finished and only minor items — inspections and as-built drawings — remain before final payments. "Once we have everything finalized and paid out, then we will likely issue a refund of about $84,000 to Johnson County and about $97,000 to Whiteland," the staff member said.

The project had interlocal agreements with the Town of Whiteland and the Johnson County Commissioners that call for sharing costs and any underrun savings. The staff member told commissioners the original bids produced substantial savings, so the city expects to return the agreed shares once invoices and final closeout numbers are processed.

No board action was required at the meeting; the staff member said the resolution and the interlocal agreements governing the project have already been approved and the city is awaiting final invoices to complete the closeout and issue refunds.

Commissioners asked no substantive questions during the update. The staff member noted remaining non-construction tasks — inspections and preparation of as-built drawings — that could affect the final closeout amount but did not provide a timetable for issuing the refunds.

The update was provided during the commission's old-business agenda item and was presented as an informational status report rather than a formal vote or new authorization.
