"This is the professional services agreement for the comprehensive plan," Planning Director Joanna Tennell told the board, saying the agreement replaces a previously dissolved contract and that HWC's proposal is “exactly the same as the other one.”
The board discussed the HWC team; Joanna Tennell identified Chris Ham as present and noted Craig Luedeman, a former mayor of Seymour, is also on the HWC team. Board members said HWC previously worked on Franklin's comprehensive planning and that the city moved to HWC after concerns about the prior contractor's ability to follow through.
A motion to approve the professional services agreement passed unanimously. The board did not set additional conditions in the meeting record; the contract will proceed under the terms presented to the board.
The vote concluded without further public discussion; the board will continue to oversee project progress through routine staff reports and contract administration.
