Board approves family services collaborative and two joint powers agreements to restore regional services

The Richfield School Board voted May 19 to join a reconfigured family services collaborative with Bloomington, Edina and Hennepin County partners and to approve two joint powers agreements (JPAs) that maintain regional adult education and disability services.
Board materials explained that the Hennepin South Suburban Collaborative (HSSC), which included Richfield and other districts, disbanded on Dec. 31, 2023, when a partner (Eden Prairie) withdrew. District staff said they worked with county partners and neighboring districts to recreate a collaborative that includes Richfield, Bloomington and Edina and adds Hennepin County Human Services and Juvenile Division plus Community Action Partnership to continue family services and access county funding.
The board approved the collaborating governing agreement authorizing Richfield to participate once required signatories execute the governance document. District staff said Hennepin County has held funding and that rejoining a collaborative is necessary to access those resources and restore the full range of supports for students and families.
Separately, the board approved a one‑year joint powers agreement with Bloomington for the Learning Exchange Consortium (adult community education programs for people with disabilities) and a one‑year agreement for the Metro South Adult Basic Education Consortium (adult basic education serving residents age 17 and older). District staff said the JPAs are annual renewals used historically and that the district will review whether multi‑year agreements are possible in future cycles.
Board members moved and seconded each approval and the motions passed by voice vote.
