The School District of Beloit Board of Education voted May 20 to adopt Pathway 1 from a CESA 6 proposal to implement the DAPES (CESA 6) superintendent evaluation model. The motion carried on a roll call after trustees debated three pathway options.
Pathway 1, which passed 5–2, uses asynchronous video modules with a virtual follow‑up meeting with CESA 6 staff at no charge; Pathway 2 includes an in‑person orientation and two facilitated quarterly check‑ins at a cost quoted by CESA 6 (approximately $6,600 in the board materials); Pathway 3 was the most comprehensive facilitated package with an updated fee.
Trustees who supported Pathway 1 cited budget constraints and the practicality of watching the training videos independently; trustees voting against it — including Amy Levy and Megan Miller — said in‑person orientation would help the full board calibrate ratings, walk through artifacts and ensure the quarterly check‑in and summative processes are completed with fidelity. Levy argued that because the board evaluates a single employee, investing in in‑person facilitation for initial orientation and early check‑ins would reduce the risk of misinterpretation of the rubric.
Superintendent Dr. Mark Garrison confirmed to trustees the CESA 6 pathways are customizable and said the administration could request additional facilitation later if the board chose the lower‑cost pathway initially. Board members asked administration to follow up with CESA 6 about whether a limited, paid fidelity check could be added to Pathway 1 if needed.
Ending: Board members who opposed Pathway 1 said they would pursue further training opportunities; the board approved Pathway 1 and directed administration to schedule the video work and any needed follow‑up with CESA 6.
