Papillion council waives readings and approves 2025 public safety tax anticipation bond after resident questions

The Papillion City Council on May 20 voted to waive second and third readings and later approved Ordinance 2061 to authorize issuance of the public safety tax anticipation bond series 2025.
Council moved to waive the remaining readings by a 7-1 vote; Councilman Sunday again voted no. After public comment, the council approved the ordinance in a separate vote that passed 8-0.
Resident Rachel Dunham spoke during the public hearing, asking whether the bond amount already accounted for a $250,000 margin referenced in paperwork and whether a second bond might be needed. "My only concern is in the fine print, it states that this has already been put into the budget. Is there any assurance that with that margin of $250,000 I believe is written, that there won't be a second bond needed?" Dunham asked.
Staff replied that a second bond would be required only if the project went over budget. "Only if it goes over budget," the mayor's representative said during the hearing. City staff also told the council their historical practice has been fiscal responsibility and that the main bond should cover the entire project.
The motion to waive readings was made by Councilman Fanslow and seconded by Councilman Gaines and passed 7 yeas, 1 nay (Sunday). The motion to approve Ordinance 2061 was moved by Councilman Fanslow and seconded by Councilman Gluck and passed on a subsequent vote, 8-0.
The ordinance authorizes the issuance of the public safety tax anticipation bond series 2025; staff did not provide a final principal amount in the public record during the hearing. The bond is subject to normal procedural approvals and the city will present final bond documents and interest-rate details during implementation.
