The Hewitt City Council on Tuesday approved a $40,500 bid to build a drive approach at Lift Station No. 1, citing a 2012 agreement that committed the city to provide an access approach to adjoining properties.
City staff described an October 2012 agreement between the city and Key Compass Investments LLC that called for a shared drive approach in the 300 block of Nearby Boulevard and required the city to provide a drive approach at its expense. Mr. Thomas told council the property has remained largely undeveloped until recently and that new development and a concrete slab adjacent to the site prompted requests to install the drive.
Thomas said staff solicited three quotes and recommended awarding the work to Barnett Contracting Inc. in the amount of $40,500. He also noted a condemnation proceeding referenced in the council packet that had been filed in Clinton County in connection with the right-of-way issues.
Council member Mr. McCallian moved to award the contract; Dr. Bruce seconded. The motion passed on a recorded voice vote; the clerk announced the motion carried 6 to 0.
The council discussion and motion concerned construction of the drive approach only; the report to council did not include a new budget appropriation beyond noting the item was unbudgeted and necessary at the site.
Documents cited to council — including the 2012 agreement and the condemnation filing — were included in the council packet; council did not direct further action in open session beyond approving the contract award.
