Walker County commissioners on May 19 discussed options for rebuilding the senior center parking lot, estimated by staff at roughly $400,000, and directed staff to gather engineering and testing details before pursuing design and construction.
A county official who brought the item to the court said the rough cost to redo the lot was ‘‘about 400,000’’ and asked whether to proceed with full engineering, at minimum do subsurface scans, or phase the work. He described the parking area as having failing substructure and recommended careful design so the surface will last.
Stephanie, the county engineer, recommended using ground-penetrating radar (GPRS) or a paving scan “in lieu of a geotechnical boring” as a lower-cost option that provides a cross-sectional view of pavement thickness, density and water conditions across the entire lot. She said a single geotechnical boring only samples one point; a scan can show thickness and anomalies over the surface, helping to identify problem areas and guide design.
Commissioners discussed a preferred surface of at least 6 inches of concrete in primary areas and the possibility of completing the lot in phases ‘‘as far as the money will go’’ to get the most durable sections done first. The staff presentation noted tradeoffs: concrete typically has a longer life but higher upfront costs, while asphalt is cheaper to install and faster to reopen to traffic.
Discussion vs. decision: the court did not authorize construction at the meeting. Instead, commissioners directed staff to collect engineering estimates and testing options — including GPRS scans, geotechnical borings and staged concrete designs — and to return with costed proposals.
Next steps: staff said they would obtain price estimates for engineering and subsurface scans, evaluate available budget lines, and present specific design and cost options to the court at a later meeting. Commissioners discussed timing, coordination with utilities on site, and whether to stabilize then pave or to design a concrete solution that would last longer.
