Ogden RDA proposes early debt payoffs, pushes state-backed housing-transit zones and Union Station planning

Ogden City Redevelopment Agency staff presented a proposed fiscal-year budget that would reduce overall tax-increment revenue next year because two redevelopment areas — Fairmount and Lincoln — expired, and would use lease revenues and existing fund balances to accelerate payoff of several RDA debts while advancing state-backed housing-transit reinvestment zone (HTRZ) applications and Union Station master planning.

The budget presentation, given during a city work session, said proposed changes shrink the RDA's increment base for FY26 and rely in part on BDO lease revenue to fund both debt service and dedicated housing and administration accounts. The staff presentation identified specific planned transfers and payments: a $250,000 annual payment for Union Station land in the third year of a seven-year schedule; $500,000 proposed to be transferred to the 20 Fifth Street area to repay an interfund loan; an increased payment schedule to fully retire a Golden West loan by fiscal 2027 (staff said the loan historically carried about $60,000 a year in interest); and an approximately $4,800,000 development-side payment related to the WonderBlock project funded from BDL/BDO lease revenue.
