Wakulla County commissioners voted 5-0 to approve rezoning application AR 2502, changing the zoning of a 3.6-acre parcel on the north side of Shadeville Road, west of Powell Lane, from RR1 (rural residential) to LDR (low-density residential).
Staff and the planning commission recommended approval, saying the proposed zoning is consistent with the county comprehensive plan and the Crawfordville town plan overlay. County planning staff told the commission that under the parcel’s current urban-fringe future land-use designation, LDR allows development at up to two units per acre, meaning the 3.6-acre parcel could yield up to seven units if fully developed under that density.
Megan, an adjoining property owner, asked the commission to deny the application, saying the request “doesn't promote the growth” the town plan seeks and calling the site “in a rural residential area” and “not compatible” with nearby uses. The applicant, identified in the hearing as Mr. Miller, told commissioners he expects to build two or three homes on the lot; he said the likely outcome would be “not more than 3 homes.”
Planning staff responded to questions from commissioners about the overlay district and application completeness. Staff explained the county now maintains digital application copies and that the older “triple-copy” paperwork requirement has been superseded by electronic distribution to departments. Staff also noted that the low-density residential district permits single-family detached dwellings and that the property’s urban-fringe land-use designation limits allowable densities.
The commission took a single motion to approve the rezoning; the mover and seconder were not recorded in the meeting transcript. The motion passed unanimously, 5-0. Any final lotting, access, and utility connections will be reviewed at the site-plan stage if the owner pursues subdivision or building permits.
The public hearing record includes comments about whether the overlay district should further restrict density at this site; commissioners and staff agreed the overlay does not automatically prohibit a permissible rezoning request but can inform conditions and design at later review stages.
