San Angelo ISD administration recommended awarding a culinary-arts lab refresh contract at Central High School to Midtex of Midland for $707,000, including a $40,000 owner’s contingency, but trustees voted to table the award for further review.
Administration said the culinary program has grown and the project would expand the existing commercial kitchen and adjacent space to accommodate increased enrollment and program demand. Officials said the district received four bids and Midtex of Midland scored highest in the district’s evaluation matrix.
Several trustees raised concerns about spending a large amount of local capital on a facility that will be affected by the district’s bond program in coming years. Board members noted the bond includes a full rebuild/renovation program at Central High and questioned whether new infrastructure bought now would be re-used optimally after the Central bond phases are complete.
One trustee summarized the concern as a trade-off: the district could spend on a near-term refresh for culinary or allocate those funds to other CTE programs that lack future bond-funded investment. Another trustee proposed tabling the award so administration could return with a plan showing longer-term uses of the renovated space and how equipment might be reused or repurposed after the bond work.
A motion to table the contract recommendation for further discussion passed by voice vote; the board did not approve the $707,000 contract at the meeting.
